Quiboloy’s sanctions under Executive Order No. 13818, Blocking the Property of Persons Involved in Serious Human Rights Abuse or Corruption. Quiboloy is one of the more than 40 people who were punished in nine different nations.

“For more than a decade, Apollo Carreon Quiboloy (Quiboloy) engaged in serious human rights abuse, including a pattern of systemic and pervasive rape of girls as young as 11 years old, as well as other physical abuse,” the OFAC said.

The US Embassy in Manila’s spokesman, Kanishka Gangopadhyay, claims that Quiboloy’s assets in the US have been frozen. Based on the report, he is not accessible to all nationals or organizations for interaction or business.

“As a result of today’s action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of US persons are blocked and must be reported to OFAC (Office of Foreign Assets Control) ,” said the Treasury Department.

A federal indictment from 2021, according to the report, claimed that Quiboloy was involved in the trafficking of “pastorals,” or young women from the KOJC who were chosen to serve as the pastor’s personal assistants. According to the prosecution, the pastorals were ordered to perform “night duty,” which required them to engage in s3xual activity with Quiboloy according to a set schedule.
