10 Fake NBI Agents Charged with Illegal Detention, Attempted Robbery

Authorities arrested 10 fake agents of the National Bureau of Investigation (NBI) and charged them with illegal detention and attempted robbery.

Ten men who claimed to be NBI agents were detained in connection with an attempted robbery and serious illegal detention reported by a resident of Muntinlupa’s Ayala Alabang Village. According to Brig. Gen. Kirby John Kraft of the Southern Police District (SPD), the ten suspects are also accused of usurping power and trespassing on private property.

The arrested suspects were identified as David Tan Liao, 46, travel agency agent; Fritz Ian Petil Cafino, 33, and Ronaldo Cadalena Zuniega, 33, both utility personnel of Long-Shang Travel Agency; Andy Ko Sy, 50 drivers and translators; Erlindo Cuago Auditor, 48, tricycle driver; Roderick Segundo Ensano, 48, taxi driver; Bienvinido Biolango Vildad Jr., 47, driver; Ernesto Solamillo Baay, 45, driver; Roberto Daradar Pacis, 65, messenger; and Jonathan Caliwag Salud, 46, immigration officer.

Based on the report, 50-year-old Jose Romel Herbolingo Congreso and four additional unnamed suspects are wanted by the police. The attempted robbery and detention took place in the barangay at about 9 am, according to the police.

Two automobiles were used by the accused to enter Ayala Alabang Village through the Madrigal Gate. When they were going to see friends who resided on Maria Cristina Street, they told the village guards. The suspects entered the neighborhood and proceeded to the 33-year-old Chinese businessman Weijian Pan’s home on Country Club Drive.

The suspects allegedly threatened Chinese interpreter Erick Cai, 19, and forcibly unlocked the gate while posing as NBI officials. The suspect Liao approached the victim after breaking into the home and wanted P40,000,000 in exchange for the victim’s release. The victim was held captive by the suspects until 7:00 p.m.

A second victim, Pan’s personal driver Juvanie Baterna Lapinig, 30, called the barangay security officers and requested assistance. The call was answered by security personnel immediately, which resulted in the arrest of the culprits. Kraft expressed his gratitude to the security personnel for their prompt action in apprehending the criminals.
