Cavite Mayor Airs Dismay to DSWD Over Requirements for Paeng Victims

The Mayor of Noveleta, Cavite airs dismay to the Department of Social Welfare and Development (DSWD) for their requirements for Typhoon Paeng victims.

Dino Chua, the mayor of Noveleta, Cavite, complained to the DSWD that numerous paperworks were needed only to provide help to typhoon Paeng victims. In an interview, Mayor Chua claimed that the DSWD requested identification cards, a barangay clearance, and a certificate of indigency from his residents who had been battered by Typhoon Paeng.

“Ang problema, ang dami pong hinihinging dokumento at papeles. Mga ID, barangay clearance, kung ano-anong indigency. Nabaha nga po tayo,” he said.

“Ang daming nakapila na mga hihingi ng tulong eh halos hindi nakakakuha ‘yung iba dahil ang dami daw hinihinging papeles. Ang sabi ng mga tao, nasa evacuation center kami, paano kami mag pro-produce ng mga dokumento? Binaha nga kami, wala nga kaming nasalba,” he added.

Chua reported that just around 20% of the town’s residents were able to get aid when President Ferdinand Marcos Jr. went to distribute relief packages. Less than 200 of the approximately 1,000 persons in line, in his estimation, received assistance.

“Ang pumila po noon, sa araw lang na ‘yun ha, nung dumating si Pangulong BBM dito ay kulang-kulang 1,000 tao. Pero ang nabigyan lang ho wala pa sa 200,” he said.

He requested that the DSWD follow more careful methods for dispersing aid. The DSWD, meanwhile, refuted accusations that its field employees compelled Noveleta flood victims to provide certifications of indigency in order to get monetary assistance through the division’s Assistance to Individuals in Crisis (AICS) program.
