President Marcos Explained His Appointment of Camilo Cascolan as DOH USec
President Ferdinand “Bongbong” Marcos Jr defended his appointment of Camilo Cascolan as the undersecretary of the Department of Health (DOH).
The top officer “doesn’t have to be a doctor,” according to Marcos Jr., who stood by his choice of the former Philippine National Police head because he would not be in charge of the DOH’s department of health. He claims that he will examine the role played by the health department.
“He doesn’t have to be a doctor. He’s going to look at the function of the DOH,” Marcos told reporters Wednesday, adding that Cascolan would be dealing with “rightsizing” and “structural changes” at the department.
“We need someone to examine what has been going on. What is good, what is not and what can be fixed. That would be his function,” Marcos continued partly in Filipino.

Following the appearance of Cascolan’s appointment documents on social media, the DOH confirmed that he had been chosen by Marcos to serve as the department’s undersecretary. This sparked outrage at the former top cop’s appointment, prompting a whirlwind of criticism.
Oplan Double Barrel, a harsh anti-illegal drug program, was created in part by Cascolan, based on the report of Philstar. They questioned the appointment of the anti-drug cop to the health department despite the fact that he had no background in medicine.
“Cascolan’s appointment is a huge insult to our health experts who are most qualified to administer and run the affairs of the DOH,” the Alliance of Health Workers said in a statement.
