Enrile Lashes Out Party-list System of the Philippines Allowing Sabungeros
Juan Ponce Enrile criticized the party-list system of the Philippines for allegedly allowing ‘sabungeros’ or cockfighters and janitors.
The Chief Presidential Legal Counsel questioned the country’s present party-list system during a Senate committee hearing on constitutional changes and code revisions. Under this system, cockfighters are permitted to run for office in Congress. Enrile observed the rise in the proportion of party-list lawmakers in the House of Representatives.
According to the law, the proportion of party-list deputies in the House of Representatives cannot be greater than 20%. Enrile’s embarrassing call-in was permitted because of an unneeded party list.
“What’s the party-list now, how many are there? What percentage is that? Even the cockpit, even the janitor.. it’s embarrassing!” statement of the former Senate President.
Although this is the case, the former senator claimed he was unable to determine if the switch to the parliamentary system should be allowed because a lengthy discussion is not necessary at this time. The president’s term should be extended, he argued, but the current system of presidential government can continue, based on the article of Inquirer.
Enrile suggested that the current presidential system of governance may be kept while allowing for a longer term for the president. In order to conserve money and “serve the interests of the people in developing what they need in their country,” he also suggested reducing the number of elections held in the nation.
