Comelec-Rappler partnership was suspended
The Commission on Election (Comelec) has “held in abeyance the implementation of the provisions of the MoA (memorandum of agreement)” with social media news site Rappler for fact-checking duties on Election Day.
Based on the report from The Manila Times, Comelec acting chairman Socorro Inting stated in a memorandum dated March 8, 2022, that following the allegations against Rappler and the petitions subsequently filed with the Supreme Court, the partnership between the two entities is being suspended until issues against the social media news site are settled or a decision of the court is released.
Inting said that whatever connection written in MoA shall be halted and this includes the coordination between the Commission and Rappler on things related to the agreement.
The acting chairman of the Commission stated that this scrapping of the agreement was a response to Solicitor General Jose Calida’s letter complaint. Calida said that the agreement violates the Constitution, the Anti-Dummy Law and Presidential Decree 10181. The decree sets a limitation that only Filipino citizens are given the right to own and manage mass media.
The SolGen also said that it was not stated properly or specified that the MoA’s provisions trespassed on the power of the Commission to decide on all questions affecting elections as the extent of the poll body’s assistance to Rappler.
In the memorandum of Inting, the allegations of Calida against Rappler of “reporting false and grossly biased information” were also cited.
Inting also cited the petition filed by the OSG before the high tribunal to stop the agreement between Comelec and Rappler. With this, the acting chairman of the Commission said that that is “prudent” for the poll body to suspend the implementation of the MoA.
