Francis Leo Marcos, Kapa Founder Among 70 Senatorial Bets on Comelec Tentative List

Francis Leo Marcos and Kapa founder Joel “Pastor” Apolinario were among the 70 senatorial aspirants included in the tentative list.

Francis Leo Marcos, a social media influencer, is one of the 70 names on the Commission on Elections (Comelec) tentative list of senators for the 2022 elections. During the pandemic, FLM became famous due to its rice distribution.

Despite his conviction, Marcos, whose initials are FLM but his real name is Norman Mangusin, was still included in the list. This comes after the Comelec junked the petition which sought to declare the social media influencer as a nuisance candidate. It will be recalled that the Comelec recently sided with Marcos and declared him a legitimate candidate and not a nuisance candidate.

The petition, filed by the Comelec’s law department, alleged that FLM ran to put the election process in mockery or disrepute since he has no bona fide intention to run for senator. However, the Comelec-Second Division said FLM is popular and was able to establish that he has a significant modicum of support, which is enough basis to have his name printed on the ballot.

Apart from Marcos, Kapa Community Ministry International founder Joel ‘Pastor’ Apolinario is also on the tentative list. Apolinario is a candidate who is running as an independent.

Kapa is said to be a Ponzi scheme. The Securities and Exchange Commission (SEC) had issued an arrest warrant for Apolinario after his ministry was reported for allegedly engaging in a Ponzi scheme.

The company was reported to attract the public to spend at least P10,000 in the company in exchange for a guaranteed 30-percent monthly return for the rest of their lives, without having to do anything but invest and wait. Only two of the 70 names on the list are Marcos and Apolinario. However, the Comelec emphasized that this is simply a draft and not a final decision.
