Marikina Mayor Says Isko Moreno Violated No Laws In Face Shield Removal Mandate

ISKO VIOLATED NO LAWS – According to Marikina Mayor Marcy Teodoro, Manila Mayor Francisco “Isko Moreno” did not break any laws.

Recently, Isko lifted the face shield requirement, news that echoed joy throughout residents of Manila. However, upon hearing word of this, Presidential Spokesperson Harry Roque said Isko should know his place and wait for proper recommendations from the IATF.

“Expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance”

Furthermore, he said the mayor did not violate any provisions in the law. Teodoro also said that he’d do the same if necessary. “If he thinks it is necessary, then it’s within his power“, he added.

Along with this, the Marikina Mayor cited how there was still no pronouncement from the national government regarding guidelines for face shield use. “There’s this absence of a regulation at this point in time, so wala siyang vina-violate nung ginawa niya yun.“.

In Marikina, face shields are still a requirement for residents. Meanwhile, further recommendations from health experts and instructions from the IATF are yet to be announced.

As a response to statements saying Isko shouldn’t have ordered the removal of face shields, Teodoro said mayors are a political subdivision of the national government.

Due to this, they can act in accordance with what is good for the general welfare of their residents. Still, Teodoro cites that it should be in accordance with the national law.
