Meanwhile, Roque also downplayed the allegations of self-confessed DDS members Arturo Lascañas and Edgar Motabato. “I knew about them even before. We went to the site where they allegedly buried bodies. We only found the skeleton of a dog“, he added.

According to the International Criminal Court (ICC), there were links between the killings in Davao prior to Duterte’s presidency in 2016 and his nationwide drug war.

The ICC claimed that a “certain pattern” was at play when it came to the Davao killings and the war on illegal drugs. Moreover, the ICC said the pattern includes a “systematic involvement of security forces“.

With this in mind, the ICC wanted to conduct an investigation into Duterte’s anti-illegal drugs campaign. But, the Palace had profusely denies cooperation with the ICC.

Duterte previously said that the ICC investigations posed a threat to the Philippines’ sovereignty. Additionally, Duterte said that the ICC has no jurisdiction in the Philippines. As such, he recommended that any issue or complaint should be filed in the Philippines because it already has a working court.
