Duque Says Frontliners May Receive Payment From SRA On Wednesday

PAYMENT TO FRONTLINERS – According to Health Secretary Francisco Duque III, health workers may receive their special risk allowance (SRA) on Wednesday.

Following the Commission on Audit’s (COA) report, the Department of Health (DOH) was called out for “deficiencies” regarding its COVID-19 fund spending. This led to health worker groups’ speaking up about not receiving the promised special risk allowance.

Eventually, long hours and low pay led health workers to conduct a mass resignation. This led President Rodrigo Duterte to tell the Department of Budget Management and the DOH that they had 10 days to pay the health workers.

Afterward, Duque, said that the DOH may start paying the SRA allowance of around 20,000 health workers on Wednesday, August 25, 2021. According to an article from CNN, Duque said the DOH would release P311 million for the SRA budget.

Mayroon po tayong na-identify which we will get, according to DBM Usec. Tina Canda, from the miscellaneous personnel benefit fund. Ilalabas ito, ₱311 million so within the day. Hopefully by [Wednesday], we can start implementing this

Additionally, the health secretary said that they had identified where to get funding for the SRA. As such, Duque said they could extend the contract of around 20,000 health workers from September to December of 2021.

Moreover, the health chief said around P1.9 billion would come from President Duterte’s contingency fund. However, the DOH still needs to procure around P3.6 billion to pay 20,000 health workers that it hired in the last quarter of the year.
