PCSO Officials Resign As Decision To Bar Chinese Firm In National Lottery Bid Reversed

PCSO OFFICIALS RESIGN – Five key members of the Philippine Charity Sweepstakes Office (PCSO) special bids and awards committee (SBAC) has resigned.

This was due to PCSO reversing the committee’s decision to bar a Chinese company from joining the lottery firm’s P6.5-billion Nationwide Online Lottery System (NOLS) project. According to an article from Inquirer, the following committee members had resigned:

  • Josefina Sarsonas-Aguas
  • Raymond Samarita
  • Ariel de Ocampo
  • Omar Bagul
  • Leah Christine Jimenez

As per the article, the group released a statement on June 25 saying:

“This irrevocable resignation is to ensure and maintain the continuity, transparency and integrity of the procurement activities for the 2021 PCSO Lottery Project and, in addition, to uphold the cold neutrality of an impartial bids and awards committee by ensuring and preserving the appearance of fairness, objectivity and independence in the conduct of bid activities”

Prior to this, there was a heated bidding row between Chinese firm JV Genlot and the committee. Their decision to bar them from bidding for a P6.5 billion PCSO contract lease were due to expired documents and failing to find supporting eligibility papers.

In China, all forms of gambling, except for state-run lotteries are banned. Furthermore, China’s Cyberspace Administration had already blocked almost all domestic users from entering gambling sites online.
