La Union Barangay Chief, Kagawad Beating 14-year-old Boy Caught on Cam

Video footage from a concerned resident shows a barangay chief with his kagawad beating a 14-year-old boy in Balaoan, La Union.

After being recorded on camera striking and kneeling on the stomach of a 14-year-old teen in Balaoan, La Union, a barangay captain and a councilor may face charges. Last Saturday at Barangay Butubut, the captain and the councilor chastised the two youngsters and a mother, according to the video.

But, a few moments later, the captain began striking them, but the young man managed to flee. However, the captain summoned the minor once more, and this time he seized his arm and struck him.

The councilor also pursued the victim and struck him. The young man can be heard moaning in pain as the barangay official stabbed him in the stomach in another shot.

Prior to this, the kids allegedly staged a brawl in their barangay, during which a councilor’s child was beaten. According to the mother, her son simply restrained his buddies in order to put an end to the squabble.

This is said to be the reason why the captain and councilor went looking for those responsible for the disruption that resulted in the young man’s injury. Two barangay officials were allegedly beaten by two of the 16-year-old victim’s buddies prior to the assault on the young man.

According to the young man, in addition to injuring them, the councilor threatened to kill one of their colleagues. Captain Jaime Ordinario, 64, and Kagawad Pablo Bayota, 57, were recognized by police as the two barangay officials.

The police have already received complaints from the three children who were reportedly attacked by the two officers. Officials are expected to face physical abuse allegations in connection with child maltreatment.
