NTC Issues Show Cause Order to 47 Internet Providers for Child Safety Negligence

National Telecommunication Commissions (NTC) has issued show cause order against 45 internet providers for negligence on child safety online.

The show cause order of the National Telecommunications Commission (NTC) has issued to 47 internet service providers for negligence in preventing sensitive videos on private sites online including children.

“NTC already issued show cause orders to ISPs which have violated Section 9 of Republic Act No. 9775, the Anti-Child P*rnography Act of 2009, ” said Department of Justice (DOJ) Undersecretary Emmeline Aglipay Villar.

Villar added that he is in charge of the Inter-Agency Council Against Trafficking (IACAT) that the NTC has already started hearing cases on Monday. Philippine Long Distance Telephone, Inc. (PLDT) is facing complaints.

Aside from that, Smart Communications, Inc., Smart Broadband, Inc., Digitel Mobile Philippines, Inc., Globe Telecom, Inc., Innove Communications, Inc., Bayan Telecommunications, Inc., Sky Cable Corporation, Inc., and Converge ICT Solutions, Inc. are also receiving the show cause order.

As well as Philippine Telegraph and Telephone Corporation, Naic Cable TV Corporation, AMS Paracale CATV System, Philippine Communications Satellite Corporation, Textron Corporation, Telecommunications Technologies Philippines, Inc., Philippine Global Communications, Eastern Telecommunications Philippines, Inc., and Infinivan Inc.

Also included are Cablelink Holdings Corporation and Cablelink Internet Service, Inc., Sear Telecommunications, Inc., Telstra Philippines, Inc., Responsible Internet Sustainability Effort, Inc., PHILWEB Corp., E-PLDT, Inc., General Telephone System, Inc. ., TELCONWORXS, Inc., Colorview CATV, Inc., Philippine Network Foundation Inc., Planet Cable Inc., and Telmarc Corp.

And Skymiles, Inc., Contact One Management, Inc., WifiCity, Inc., FIL Products Service TV, Inc., IP Converge Data Services, Inc., PHCOLO, BC Net, Inc., Nclub, Inc., AER PlatinumBand Services and Trading, Inc., AirFib Corp., Apollo Technologies, Inc., Apollo Global Corp., Binangonan Cable TV Corp., Biz’n Cloud Networks, Inc., and Blackfiber Communications Corp.

Villar added that the show cause order was issued after President Duterte approved the IACAT recommendation to punish ISPs that do not comply with RA 9775.

The EO also states the development of a case management protocol and streamlined information dissemination efforts to be spearheaded by the Presidential Communications Operations Office (PCOO) on online sexual exploitation of children (OSEC).

Duterte also approved the IACAT recommendation to make the passage of the amendment to the Anti-Trafficking in Persons Act a priority. This bill would absolve trafficking in persons under the Anti-Wire Tapping Law, extend IACAT membership, and set obligations to IPs and tourism establishments.
