According to a report from ABS-CBN News, MMDA General Manager Jojo Garcia said that the system they aim to implement aims to maximize the use of private vehicles.

This followed after mayors of Metro Manila agreed to recommend placing the capital region under general community quarantine next month.

“Ang idea po natin dito is para ma-maximize natin ang labas ng lahat ng sasakyan at matulungan din natin yung lack of public transportation,”

“If ever coding kayo, at gusto niyo gamitin yan (vehicle), baka puwede isabay niyo na yung kapamilya ninyo, anak ninyo, asawa ninyo. Mag-isang sasakyan na lang kayo,”

Under the modified coding system, vehicles that are on coding can travel the roads of the capital with a maximum capacity of 2 persons on board the vehicle.

“Puwede natin ibalik ang coding pero may exemptions kasi. Imbes na hindi mo magagamit ang iyong sasakyan during coding day, papayagan na po natin ito basta at least 2 ang sakay,”

The recent coding scheme bars vehicles from major roads based on the last number of your plate number. This was temporarily suspended due to the quarantine.

Based on the report, for emergency doctors and other frontliners. Garcia said that the agency understands but urged them to ferry another passenger to “maximize” the use of their vehicles.

“Hindi po talaga huhulihin kung frontliner ka, lalo na at nasa medical field at emergency,”
