Senator Tolentino Pushes For Three-Gives Payment Of Utility Bills

THREE-GIVES PAYMENT – Amid the coronavirus quarantine, an installment payment scheme for utility bills was pushed by Senator Francis Tolentino.

Admittedly, Filipino are having a hard time coping with the coronavirus quarantine. Due to the suspension of work, thousands of Filipinos have no source of income to pay for essential utility bills.

As such, Tolentino filed Senate Bill No. 1473 or the “Three-Gives Law” which aims to provide staggered payments of utility bills such as water, electricity, and telephone bills.

According to an article from GMA, Tolentino stated:

It is the intent of this measure to uphold the general welfare of the people and to assist their economic well-being immediately after the occurrence of natural or man-made calamities or health epidemic

Additionally, he said that this bill would greatly help those who are severely affected by the quarantine, especially those without any work or source of income.

Recently, the Energy Regulatory Commission approved a four-month staggered payment for electricity bills. This was in line with the enhanced community quarantine (ECQ).

Moreover, the Manila Electric Co. (Meralco) assured customers that it would follow the commission’s order. Additionally, meter readings were also suspended due to quarantine protocols.

Thus, customers would now be billed depending on their average three-month consumption. The same procedure also applied to water concessionaires, Maynilad Water Services and Manila Water Company Inc.

Meanwhile, any difference versus the actual reading amid the quarantine period is subject to adjustment after normal billing procedures would resume.

Currently, the Enhanced Community Quarantine was extended until May 15 in Metro Manila, Central Luzon, Calabarzon, and high risk provinces.
