According to ABS-CBN News, Metropolitan Manila Development Authority spokesperson Celine Pialago said that most vehicles are using the said passes, which are not meant for crossing cities.

“‘Yung iba po sa mga dahilan ay mahaba daw ang pila ng mga market, ng mga drug store sa kanilang lugar kaya napipilitan sila na lumipat ng siyudad. Again, sila po ay pinapabalik at kinukuha ang lisensiya,”

Once they’re caught, their licenses will be confiscated by the Land Transportation Office. (LTO). There are about 50 motorists that were barred by authoritis for violating the protocols, Pialago added.

MMDA made the statement after reports that there were traffic congestion in certain parts of the metropolitan capital, which is currently the epicenter of the Philippines amid the ECQ in Luzon.

As per the report, under the ECQ, mass transport was stopped and there will be a limit of number as to who leaves the house. This is in order to contain the spread of COVID-19 or coronavirus disease 2019.

MMDA, as well as the Philippine National Police – Highway Patrol Group, said that they will sanction and confiscate the licenses of those who will violate the protocol.
