According to Inquirer, Sotto said that this will address the discrepancies between the databases of the national government, local government unis and DSWD.

“I suggested the full-blown execution of the national ID system to solve the problem of Social Amelioration distribution,”

Sotto added that the Department of Finance Secretary Carlos Dominguez III fully agree with his suggestion.

Senator Panfilo Lacson earlier noted a wide gap between the list of beneficiaries of the emergency subsidy program from the executive department to the data from LGU.

Officials earlier complained the DSWD-implemented quota system in every town and city for the Social Amelioration Program, which was under Republic Act No. 11469, also known as the Bayanihan to Heal as One Act.

Here, 18 million poor families will be provided with a cash aid of about ₱5,000 to ₱8,000 monthly for a couple of months.

As per the report, Sotto said that the SAP rolls out for a couple of months and might possibly take up to three, adding that the national system has been there for over a year ago.

“They should do a fast break on this otherwise next month, it would still be confusing… We must find solutions and I’m suggesting the best solution”

Lacson also vouched with Sotto’s suggestion on implementing the said system, adding that its also for a lot of good reasons that will benefit the nation and not just the COVID-19 crisis.
