This proposal would be applied to both public and private educational establishments. In addition, it aimed to address the worsening mental health crisis among the youth.

Based on an article by ABS-CBN, San Jose Del Monte City Rep. Florida Robes cited studies that showed the connection of phones and gadgets to children. She explained psychological, physiological, and mental health issues may become apparent.

Adding to this, Robes highlighted that gadgets are a hindrance to education. She added that it diminishes academic performance and promoted cyberbullying.

As per the article, she emphasized that it could also contribute to an increase in teenage anxiety, depression, and suicide. These could also be attributed to cyberbullying.

Because of the easy access and anonymity of the online world, people could be whoever they want at any given time. This breeds the “troll” culture that could potentially cultivate bullying.

Under Robe’s proposal, mobile devices and gadgets brought inside school campuses must be surrendered. Authorities would then give them back after dismissal.

The students could only get their gadgets back within the school hours if it was an “exceptional emergency”. Robes added that teenagers will be allowed usage only in emergency cases.

For example, when the use of particular devices is is required for a lesson or when it is a necessity for the health and well-being of a student. That is if that has been certified by a doctor.
