Marawi Evacuees Only Got P10,000 In Donations In 2018

ONLY 10K – After five long months of firefight between government forces and opposing groups, only P10,000 was released as donations for the victims.

Many soldier that fought for the freedom of Marawi gave up their lives just to fulfill their parts in the mission. Here are some of the names of individuals who took part in the heroic acts.

Meanwhile, in a recent report, only P10,000 pesos was released by the Office of Civil Defense (OCD) out of he P36.92 million as donations for the fugitives in Marawi.

That is about 0.3 percent of the total amount. This was discovered by the Commission on Audit (COA).

The P10,000 pesos was granted to a Marawi resident who died during the violent siege.

COA’s report on their audit of the OCD’s financial activities in 2018 shows that the OCD only released P40.977 million out of the P135.39 million cash donations collected for the victims of the Super Typhoon Yolanda/Haiyan in 2013.

COA mentioned the faulty decisions of the other office in their report, in which they said:

“The poor utilization of the donated funds defeated the purpose of donation, and the good intention of the donors for human consideration was not fully served.”

It is also unlikely for the supposed claimants of the donations to receive the intended donations for them. Since state policies says that claimants can only claim donations within one year from the occurrence of a calamity or disaster, in which they were affected.

Also, documents to prove the legitimacy of the claimants would also be needed for the release. And preparing these documents ““could be very burdensome for some victims” according to the COA.

Memorandum Number 13 from the National Disaster Coordinating Council states that cash assistance of P10,000 will be granted to a family with a reported death. P5000 will also be provided in case of injuries.

To claim cash grants for injuries, the families must submit the following:

  • an incident report from the police,
  • a medical certificate from the same hospital or clinic where the injured victim have stayed for at least three days, and
  • an endorsement from the local disaster official.

And to claim cash grants for the dead:

  • proof of relationship with the deceased.

COA said providing these documents could be difficult for families especially that they had their homes ruined in the battle.
