Poor Eyesight Does Not Necessarily Qualify Someone Applying For A PWD ID, Says Official
POOR EYESIGHT – An official for persons with disabilities (PWDs) recently clarified that poor eyesight is not guaranteed qualified for a PWD ID card.
National Council on Disability Affairs (NCDA) Officer-In-Charge Carmien Zubiaga made the clarification after information about applying for a PWD ID circulated on the Internet. Zubiaga further expressed alarm on reports that some PWD cardholders are not qualified to have such privilege.
According to GMA News, Zubiaga added that they have received info that there are some PWDs could not avail of the special ID, while there some unqualified individuals were able to avail of it through “connections.”
“Yung iba hindi nakakakuha, yung totoong may kapansanan. At yung mga walang kapansanan na may connection lang, ay nakakuha sila,”

Furthermore, only persons who face long-term physical, mental, intellectual and sensory impairment are qualified for a PWD ID, Zubiaga said.
“Yung mga function limitations na yan ay nakakahadlang sa kanilang pakikisalamuha at sa kanilang interaction sa ating kapaligiran,”

Regarding poor eyesight, Zubiaga clarified that simple poor vision does not qualify a person for a PWD ID, except if it cannot be corrected, citing that anyone with poor vision that are able to correct their eyesight with glasses, rendering them unqualified.
As per the report, the PWD ID can benefit the holders with less value added tax in medicines and 20 percent discount in restaurant bills. Zubiaga lastly said that it can be valid up to three years.
