Government Prepares Backup Plans As TRAIN Law 2 Will Be The Possible Cause Of Job Losses
TRAIN LAW 2 – There is a possibility that TRAIN Law 2 will result in job losses but the government prepared contingency plans in case it occurs.
In the previous report, the Private Hospitals Association of the Philippines addressed their concerns on TRAIN 2 which would increase medical bills and eventually result in hospital closure.
Even more, it would cut corporate taxes to 25% and rational tax incentives, which will result to price hikes of medical expenses, thus, patients will suffer. The patients would then, tend to give more promissory notes, which would give a negative impact on hospitals.
Recently, the government is recently preparing for possible job losses caused by TRAIN 2.
According to a report in PhilStar, Rep. Antonio Tinio, ACT Teachers party-list Representative, said that for them, this is re-branding. Tinio even said that this is why TRAIN 2 is now called Tax Reform for Attracting Better and High quality Opportunities or TRABAHO law for short.
Tinio further said that the people has the right to know why economic managers allocate ₱500M for annual structural adjustment fund; ₱500M for retraining; and a separate ₱5B for the business process outsourcing (BPO) industry. He further asked how much job losses will the government anticipate.
Rep. Dakila Carlo Cua, chairman of the ways and means committee of the HOR, confessed that he has no idea on how many people will lose their jobs in the implementation. Cua even said that he will still have to consult with Rep. Joey Salceda because it was he who proposed it.
As per the report, Cua said that the reason why ₱5B is allocated for the BPO industry is to prepare them for the worst. He even added that the experience all throughout the world is that call centers will naturally go weaker because of AI.
Thus, Cua said that this is for the changes of tomorrow as they are reacting to the changes of time. This is for capacity building for Cua.
