October 2017 Special Holidays
Malacañang Palace through Republic Acts 7350, 7677, 7724, 1745 and Proclamation Nos. 317 and 318 series of 2017 declared October 12, 16, 17, 19, 20, 2017 as Special Holiday in selected areas due to celebrations of various events.
President Rodrigo Duterte proclaimed special holiday in selected areas through Executive Secretary Salvador C. Medialdea.
Republic Act 7350: Special non-working holiday in Zamboanga City on October 12 for the celebration of Fiesta Pilar, in honor of La Virgen.
Republic Act No. 7677: Special non-working holiday in Oroquieta City on October 16 for the cityhood celebration.
Proclamation No. 317: Special non-working holiday in Quinapondan, Eastern Samar for commemorating its Founding Anniversary on Tuesday, October 17.
Republic Act No. 7724: Special non-working holiday in Bacolod City for the celebration of ‘Bacolod City Charter Day’” as approved by former House Speaker Jose De Venecia, Jr., then-Senate President Edgardo Angara, and former President Fidel Ramos on May 19, 1994.
Proclamation No. 318: Special non-working holiday in Pigcawayan, Cotabato on Friday, October 20 for the celebration of its 64th Foundation Anniversary.
Republic Act No. 1745: Regular holiday in the province of Leyte on October 20 in remembering the landing of American and Filipino forces in Palo Beach in Leyte during the Battle of Leyte in the year 1944.

According to the Administrative Code of 1987, Book III, Chapter 2, Section 4, Proclamations are “acts of the President fixing a date or declaring a status or condition of public moment or interest, upon the existence of which the operation of a specific law or regulation is made to depend, shall be promulgated in proclamations which shall have the force of an executive order.”
