Two of the five generals who were named by President Rodrigo Duterte as protectors of illegal substance were linked to former presidential candidate Mar Roxas during the campaign.

They were identified as retired Deputy Director General Marcelo Garbo Jr and Chief Superintendent Bernardo Diaz. They allegedly had a meeting with Mar Roxas at the height of campaign.
Garbo, member of Philippine Military Academy (PMA) class 1984 and Diaz, member of PMA class 1984, made headlines after they were allegedly spotted in a closed-door meeting with three other police officers, journalists, and supporters of former Interior secretary.
The supposed meeting was held at the Novotel in Cubao, Quezon City. According to Philstar Report, they were with Chief Superintendents Renier Idio, Deputy regional director for administration of the Southern Tagalog police Ronald Santos and Chief of Philippine National Police (PNP) Director Generoso Cerbo Jr.
In a previous interview, Mar Roxas denied that he met with the generals. But he admitted that his staff knew them when he was still serving as the chief of Department of Interior and Local Government.
President Duterte named the five generals during the 69th anniversary celebration of Philippine Air Force (PAF) at Clark Air Base, Pampanga on Tuesday.
In his speech, Duterte said that he ordered the police officers relieved from their position. He also asked the National Police Commission (Napolcom) to investigate the officials.
Aside from Garbo and Diaz, President Duterte also identified Chief Superintendent Vicente Loot, Director Joel Pagdilao and Chief Superintendent Edgardo Tinio as protectors of illegal substance syndicates in the country.
