The controversial and former Iglesia ni Cristo (INC) Minister Lowell Menorca was supposed to attend a hearing at the Court of Appeals in Manila but before that a commotion ensued along Quirino Highway near Roxas Boulevard after Menorca resisted arrest.

The former INC Minister was already under police custody after he surrendered to Manila Police District (MPD) Chief Rolando Nana. The INC Minister has a standing warrant of arrest issued by a Marawi Court for libel.
A standoff occured during the incident involving cops wearing civilian clothes who tried to arrest the former INC minister.
Lowell Menorca accused the cops who wears civilian clothes are the people of the INC but the church already denied the allegations.
