MIAA Chief Jose Angel Honrado Charged with Graft Over P486-Million CCTV Procurement

The controversial head of NAIA, Manila International Airport Authority (MIAA) general manager Jose Angel Honrado is now facing graft charges over the planned procurement of a P486-million closed-circuit television (CCTV) system without public bidding.

According to Atty. Enrico Quiambao, the lawyer for Annex Digital Inc. and Geutebruck Pty. Ltd. joint venture, the graft charges filed on Tuesday at the Office of the Ombudsman was against Honrado, members of the MIAA bids and awards committee and its technical working group and project consultant Rizaldy Reblora.

Based upon the graft case filed against the MIAA chief, they claimed that Jose Angel Honrado was just using the controversial bullet planting (tanim-bala) incidents at the Ninoy Aquino International Airport to justify the installation of the controversial CCTV system which according to some reports worth more than P900,000 each based upon the estimates made by Filipino Patriotism FB Page.

Earlier reports stated that the MIAA general manager would enter a negotiated procurement following two failed biddings. The negotiated procurement can be made only after two failed biddings based upon the provisions given under Republic Act 9184 or the Procurement Law.

The MIAA chief was also grilled earlier by Vice Presidential candidate Sen. Bongbong Marcos for hesitating to answer some questions during the senate inquiry of the controversial “laglag-bala scam” at NAIA.

    486M % 700 cameras = 694,285.7 per camera, now if they consumed the 486M funds for 177 cameras only, then it should be 2,745,762.7 per camera.. still, something smells fishy.. 🙂

    • Hindi naman ganyan ang computation nyan. Camera lang ba ang bibilhin? How about the recorders, the cabling system, installation, the displays, the storage system? Tsaka hindi mo naman masasabi kung magagamit mo ang lumang cameras to integrate mga bago.Pero, still seems too expensive.

  2. As a person working in the tech industry, for a project this size with the equipment the price is not far off the mark. The company providing this will also have to provide after sales support for 5 years or more, and installation. You can even scout a single rack mount server directly from Dell that would already be costing about 1m. Because this is corporate price and support level. You guys are thinking to much of consumer level prices which only gives you 1 year support for labor no parts. This also has to include the installation services and all the necessary supporting system for the camera. But with that said its just a tad bit high than what i would source myself.

      Ano ikaw hilo? Huwag mo nga kaming pag lolokohin. Indeed there are extra cost for the wires etc pero camera pinag usapan dito. 5x mo ang cost for 5 years maintenance dapat mga 20K max ok pa pero 600k plus per unit?

      • For a camera with the detail required to see a security guard slip a bullet into someone’s suitcase then yes p600,000 is an ok price. Even home security cameras can cost up to p300,000 each… so imagine what is required for somewhere like an airport. You can’t expect them to secure an airport using cameras from cdr-king

        • your only looking at 600k .. the actual price was 2.7 million as the no. of camera installed is only 177 . considering if it was cl(removed) A cameras .. with installation labor, mobilization and gov. permit .. it could still be called ridiculous price.. happy are those who are supplier. one time big time.. see you in jail brothers.!

      • It really defends on the type of system. Hindi naman yan basta basta camera na nakikita sa computer stores. First, if it will placed outdoors, they should be weather proof. Meron din naman narorotate at nacocontrol ang ang camera from remote location. May mga needed hardware pa yan at software to operate kaya mahal talaga. Ang mahalaga lang dyan dapat, kung mahal man ay dapat di kalidad. Maeensure lang naman hindi yan dinaya sa pagbili kung dumaan sa proper bidding. Pero mukhang hindi maayos ang naging bidding.

    • You are out of touch of the present technology. We installed cameras in conjunctions with PLC’s for the City of St. Petersburg, Florida USA
      consisting of more than 700 remote units transmitting and receiving data via radio frequency with repeater stations and it did not cost that much..

      • Baka naman axis, bosch and pelco ang gagamitin nila den plus licenses each camera. Storages will cost 1M for 48TB den baka maglagay den ng UPS. Pero kahit iyan ang gamitin nila hinde parin aabot ng 500M kase ang 700points will cost upto 300M including 3years Warranty and cover ng AMC for 3years.

    bigyan ko po kau sample ng kakainstall lang namin na camera amounting SAR100,000.00. IP Cameras 60 units lang po install namin. these are the items we installed.

    so mali po na i calculate nyo lang ung total amount sa number of cameras. Marami pa po kailangan, hindi po tatakbo yun kung camera lang bibilhin.

  4. Rob, if you need Dell servers let me know. I get them all day long for p100k to p250k each. These are brand new, high end, enterprize servers.

    Also CCTY systems are quite affordable these days. A fixed, 1/2″, high res color camera is only about p15k. No need for PTZ in this installation.

    So anyone can do the math, my guess is per camera price should be less than p100k, on the very high end. So this is clearly a scam of “Binay” proportions.

  5. Dividing total amount to the number of cameras is misleading. The project is “IP CCTV System” which needs the following:

    IP Cameras: Dome, Bullet, PTZ (dapat naka full HD or 4k Ultra-HD ang resolution)
    Network: Structured Cabling, Switches
    Servers: Enterprise grade para mabilis
    Storage: Enterprise grade with large capacity for longer retention and faster retrieval
    Software: Licenses for OS, Database, VMS with Analytics and Synopsis, Etc
    Videowall/Operator Console: Mas maganda mas mahal
    Dagdag mo pa ang Testing and Commisioning, Bonds, and other preliminaries
    And finally Contractor’s profit at least 20%…

    If all devices are high end then the total cost of 486M is very reasonable for 700 cameras. Ang problema kung ang items na bibilhin ay yung mga mid-end lang, tapos ang support ay questionable.

    • bwahahaha!! may tama ka, Mario! =) Karamihan sa mga Gov’t kakutsaba ang bidder, usually sa Purchaser ang kalakaran nyan. I remember before, ung nasa Computer Co. pa q. Bumili ng HP-Compaq Server ung Munisipyo ng Bulacan. Gulat aq, eh ang price lang ng Server was more or less P60K, then nakita q sa quotation w/ rebate eh nasa P100K plus.. eh, di wow!!! 😀

  7. There’s no need to split hair over the price in the negotiated contract for acquisition. What is questionable is the waiver of the bidding process required in all government purchase of materials and equipment. Cutting corners or jay-walking in bureaucratic processes to favor some friends or clients or to give way to under-the-table deals is prohibited and punished by law. So as the Romans say: “Let the axe fall where it should.”
