The House of Representative ad hoc committee on the Bangsamoro Basic Law (BBL) voted and approved the measures formalizing the creation of a new political entity in southern Philippines that will replace the existing Autonomous Region in Muslim Mindanao. The approval and results of voting was announced on Wednesday, May 20, 2015.
The panel approved the committee report by voting 48-18 with one abstention, on the proposed Basic Law for the Bangsamoro Autonmous Region after two days of marathon hearings where committee members voted on each of the provisions contained in the bill.
Cagayan de Oro Rep. Rufus Rodriguez, the ad hoc committee on BBL, announced the results of voting on Wednesday afternoon. Right after the approval of the ad hoc panel, the measure will be deliberated on by the joint committee on appropriations and ways and means, which will finalized the details on the funding of its implementation.
The approved BBL is expected to be introduced to the plenary either Tuesday or Wednesday next week. Under the proposed legislation, the autonomous Bangsamoro government will be parliamentary in form, to be headed by a Chief Minister.
The original draft BBL was a product of the comprehensive peace agreeement signed bythe government and the insurgent group, the Moro Islamic Liberation Front in 2014 after 17 years of on-and-off negotiations.
Under the final draft approved by the ad hoc committee, the BBL will now be called the “Basic Law of the Bangsamoro Autonomous Region.”
The Bangsamoro bill, a top priority measure of the Aquino administration, seeks to recognize the Bangsamoro’s aspiration for self-determination by giving them greater power in governing themselves.
