A total of twenty (20) senators already signed a Senate draft report that found President Benigno Aquino III responsible for the January 25, Mamasapano operation that cost the lives of the 44 elite members of the PNP-Special Action Force. The head of the Senate Committee on Public Order, Sen. Grace Poe drafted the report.
Sen. Grace Poe was the chairman of the senate committee that investigated the Mamasapano incident along with the committees on peace, unification, reconciliation and finance. Out of the 24 serving senators, only four of them did not sign the Senate draft report.

According to the latest report from the Senate, the four senators who did not sign the Senate report are detained Senator Juan Ponce Enrile, Senate Pres. Frankline Drilon, Sen. Antonio Trillanes IV, and Sen. Manuel “Lito” Lapid.
The number of senators who signed the report already comprised the majority needed to transmit the draft report to the Plenary for either adoption or rejection according to Senator Grace Poe’s earlier statement.
Although the report is already complete, Sen. Grace Poe will file first on Thursday and wait for additional attachments from senators whom she requested to submit their additional positions in writing, if they have any. The Senator will present the report this coming May 2015 because the Philippine Congress will be having a vacation in the next few days.
