Reasons Why House Body Can’t OK Bangsamoro Basic Law by March

The Philippines House Ad Hoc Committee on the Bangsamaro stated that they may not pass the Bangsamoro Basic Law by March 2015 as confirmed by chairman Rufus Rodriguez during a press briefing. The committee also announced a 1-week extension on the deadline for the PNP, Office of the Presidential Adviser on the Peace Process (OPAPP), Armed Forces and the ARMM to submits detailed report on the Mamasapano incident.

According to Ad Hoc Committee chairman Rodriguez, after the 5:00 PM deadline lapsed on Monday, they received no report from the PNP and only a very short report from the AFP while the OPAPP and ARMM did not submit their report with the controversial clash in Maguindanao.

The PNP just submitted reports on recent incidents in North Cotabato, Maguindanao, Bukidnon, Sultan Kudarat and Zamboanga. The committee found the report unsatistactory considering that the reports of newspapers are more detailed involving the Mamasapano clash.

As a result of the report submitted by the PNP, the house panel will write another letter to extend the deadline which will be send for the last time to OPAPP and ARMM.

The House Panel also wants three documents: the organizational plan for “Oplan Wolvering”; a post-operation report by the PNP and from the OPAPP; and documents signed on decommissioning of the MILF troops.”

Chairman Rufus Rodriguez also noted that he backed a proposal for a joint Senate and House investigation on the Mamasapano incident.
