There is no disclaimer, PRC has limited people and resources these are not unlimited. The employees do what they can on ‘faith’ the governance will not ‘duey, huey, louie’ them in pay, benefits, and hours; then ask for pay cuts past the bare bones of food, shelter, health, and personal growth.
Any applicant demanding extra service in line, bribery, telling the PRC employees to be cut in pay can be literally sent to the front of the line, and their paper work submitted for proper processing.

The applicants need to write name clearly on the forms, address, and other information. Ideally the bad writing, of applicants and false information should be thrown out of the exam, ‘wait until next year’.
