Philippines Winner of Bright Spots Award at OGP Summit 2013

The Philippines was declared as the winner of the recently concluded Bright Spots Award at the Open Government (OGP) Summit in London. The Philippines winning entry, Citizen Participatory Audit (CPA) was declared as the Bright Spot.

The Philippine delegation was headed by COA Commissioner Heidi Mendoza, Director Aida Ayaso Talavera and Vivien Suerte-Cortez, the delegates also received the award in the summit’s final plenary session on Friday afternoon.

The entry projects by the Philippines Commission on Audit are exploring ways in which citizens can directly participate in the audit process for government projects and contribute in safeguarding and effectiveness in the use of public resources.

COA’s four pilot projects are the DPWH CAMANAVA Flood Control, the DepEd Public-Private Partnership (PPP) Infra for School Building Phase 1, Quezon City’s Solid Waste Management Program, and Marikina City’s operation of barangay health centers.

The Philippines project for the Bright Spots Award 2013 got the highest votes from the summit participants and the public. The country was able to beat the other finalists in the competition: Chile, Estonia, Georgia, Indonesia, Montenegro and Romania.

The Open Government Partnership (OGP) aims to promote transparency, fight corruption and harness new technologies to strengthen governance. The summit was held in London, England.
