Former President Arroyo to Face Malversation and Plunder

Former Solicitor General Frank Chavez complains about Former President Gloria Macapagal Arroyo in handling the government funds during her administration. Complaints which were submitted against the former president include malversation and plunder. The said complaints are filed April 26, 2011 at the Department of Justice. The complaints contain how Arroyo improperly used the funds specifically the OWWA funds or Overseas Workers Welfare Administration.

Chavez complaints were seconded and agreed by the Migrante International who said they will be presenting witnesses to support the complaint. It was said that the complaint will challenge President Aquino’s leadership to end up corruption by bringing up to court the accusations against former President Arroyo.

Together with Arroyo, are former Department heads of the government namely: Former Secretary Alberto Romulo of the Department of Foreign Affairs, Former Secretary Francisco Duque III of the Department of Health and Virgilio Angelo, the former Administrator of OWWA, are also included in the complaints.

Chavez in his complaint said that the mentioned individuals including former President Arroyo purposely and systematically orchestrated diversion and/or misuse of the OWWA fund, financing questionable acquisitions by several Philippine diplomatic posts in the Mid East, the humanitarian (–foul word(s) removed–)istance to Iraq, and the reelection bid of CGMA.

Chavez is accusing Arroyo the following:

  • et al of plunder
  • qualified theft
  • violations of the Omnibus Election Code
  • violations of the Code of Conduct  and Ethical Standards of Public Officials

In Chavez statements, it was that the improperly used government funds reaches the amount of P 530,382,446, which exceeds the required amount for individual to be constituted with plunder which is 50 million pesos.

Former President Gloria Macapagal Arroyo is currently serving as Representative of Pampanga 2nd District.
