Justice Secretary Leila de Lima wanted prisoners to undergo drug testing.
Before the request were p(–foul word(s) removed–)ed, de lima already ordered Justice Undersecretary Francisco Baraan to study whether their will be violations if the request will be enforced.
According to the statement released by De Lima, she said that she requested Baraan to study the matter and they have found out that there is no problem or violations to be committed if the random drug testing will be implemented.
Director of the New Bilibid Prison, Ernesto Diokno submitted a report to the DOJ addressed to de Lima, regarding the gambling and prostitution inside the prison facility, even If there are no drugs to be found.
The request was pursued after a video has been seen in a television program where inmates were having a pot session inside the facility by Justice Secretary De Lima.
NBP’s recommendations to separate drug lords and place them in different blocks to restrict their movement were also approved by De Lima.
De lima said that the report submitted by NBP says that drug lords are together in one block.
Such changes will be made inside the facility including the reshuffle of prison personnel and prohibit them to get inside the facility when they are out of duty.
The moved to request for a drug test to all the inmates are not the first time to happen, for during the term of congresswoman Gloria Macapagal Arroyo, she also ordered once a periodic mandatory drugs testing for all prisoners and officials in the prison.
The directive said to be issued by Gloria after the spread and abuse of illegal drugs inside the jail facilities.
