Torres convinces every individual who plans to own a motor vehicle or a car must do a step-by-step verification before accepting the offer given by the dealer.
As a matter of fact, the LTO head stated that a practical way for every buyer is to go to the LTO and the Highway Patrol Group right away so as to confirm and make sure that any motor vehicle especially cars that are pre-owned are holding a valid right. This is because some of the mentioned papers may have only been falsified or tampered.
Documents that needs a thorough verification are as follows: original copy of the certificate of registration together with the official registration of the motor vehicle, duly notarized deed of absolute sale considering the favor of the buyer, macro-etching clearance taken from the Philippine National Police (PNP) and the dealer’s ID that were verified.
Torres also warns every prospected buyer not to immediately believe on the false hopes offered by those syndicates who might only be selling carjacked vehicles.
