Ombudsman Files Charges Against Arnell Ignacio Over ₱1.4-Billion OWWA Land Deal
ARNELL IGNACIO – The former OWWA administrator has been indicted by the Office of the Ombudsman over the controversial ₱1.4-billion land deal made during his leadership of the Overseas Workers Welfare Administration (OWWA).
The Ombudsman found probable cause to charge him with usurpation of official functions after determining that the property transaction allegedly proceeded without the required approval of the OWWA Board of Trustees. According to the resolution, Ignacio signed the contract to sell, the deed of absolute sale, and other related documents before approving the release of public funds despite lacking the board’s authorization. The Ombudsman said these actions may constitute a criminal offense rather than a mere administrative violation.
The case may now be brought before the proper court. Meanwhile, the Department of Migrant Workers (DMW) announced that it will ask the Ombudsman to reconsider its decision to dismiss the other complaints filed against Ignacio, including allegations of plunder, malversation of public funds, and violations of the Anti-Graft and Corrupt Practices Act. The DMW believes that key evidence was not fully considered during the investigation.

Among the documents cited were records showing that two Land Bank checks totaling ₱1.4 billion were released to the seller before the deed of absolute sale was finalized. The department also questioned the inclusion of 51 condominium units valued at about ₱97 million in the purchase, noting that an inspection found the units had already been demolished before the transaction was completed.

The DMW argued that these circumstances suggest the government suffered financial losses and that the transaction did not follow proper procedures. The department said it remains committed to pursuing all available legal remedies to protect public funds, hold those responsible accountable, and safeguard the welfare funds intended for overseas Filipino workers. Ignacio, a former actor and television host, served as OWWA administrator from 2022 until his dismissal in 2025 following the land deal controversy.
