Delivery Rider Vents Frustration After Being Not Include in Gov’t Subsidy Program
A delivery rider in Quezon City has questioned the aid list after he was not included in a government subsidy program.
The rider, identified as Angelo Libranda, shared that he was surprised and disappointed when he found out he did not receive any financial help. He explained that he works on the road every day, making deliveries to earn a living, yet his name was not included in the list of recipients.
The delivery rider felt frustrated after seeing a person he knows, who is a Person with Disabilities, included in the list. According to him, this individual does not drive and does not have a valid driver’s license.

“Pero ‘yong kilala ko po, hinanap ko na hindi talaga siya nagmamaneho [at] walang valid driver’s license, nandito sa listahan,” Libranda said.
For Libranda, it raised questions about how the list of beneficiaries was prepared and verified. The subsidy distribution started on March 24, 2026, and covered more than 8,000 drivers and delivery riders in the city.
The assistance came from the Department of Social Welfare and Development through its Assistance to Individuals in Crisis Situations program.
The list of recipients was reportedly based on records approved by the Land Transportation Franchising and Regulatory Board, which were submitted by Transport Network Companies.
Angelo said he is certain that the person he mentioned does not work as a driver, making the situation harder for him to understand. As someone who relies on daily trips to support himself, being left out of the program felt unfair.
“Samantalang ako, araw-araw pong bumabyahe, wala,” he said.
His experience has led many to call for clearer guidelines and stricter checking of beneficiary lists to make sure the right people receive the help they need.
