Senator Chiz Escudero wants the disbarment of lawyer Jesus Falcis III because of his “accusatory, defamatory, demeaning, speculative, and hateful” posts.
On Monday, Senator Francis “Chiz” Escudero filed a case for the disbarment of Jesus Nicardo Madarang Falcis III before the Supreme Court. In a verified complaint dated September 29, Escudero said Falcis committed “gross and serious violations” of the Code of Professional Responsibility and Accountability (CPRA).

This was reflected in a series of Facebook posts Falcis shared between July and September 2025. The posts have accordingly maligned him over the 2025 national budget and flood control programs.
As per the former Senate President, the posts of Falcis branded him “shameless,” “the worst Senate President in history,” and “bulok na keso” (rotten cheese). All of which were “accusatory, defamatory, demeaning, speculative, hateful, and malicious” and unbecoming of a member of the Philippine Bar.
“Respondent’s irresponsible conduct and vitriolic language compel complainant to urgently bring the matter before this Honorable High Court for appropriate action,” Escudero said.
Escudero cited seven posts publicly shared, wherein the remarks not only affected his reputation but also diminished the dignity of the legal profession. Moreover, Falcis allegedly accused him of orchestrating PHP 142 billion worth of budget insertions in the 2025 national budget.
Escudero cited that Falcis violated multiple provisions of the CPRA, including the use of undignified language, imputing misconduct without basis, and posting unverified or false statements on social media.
Meanwhile, Escudero and others may face prosecution soon after the Department of Justice (DOJ) confirmed that the National Bureau of Investigation (NBI) has recommended it. Indirect bribery and malversation of public funds are just a few of the cases recommended to be filed against them. The recommendation came after their names were tagged in the anomalous flood control projects.
