Liza Diño Allegedly Wants To Serve As FDCP Chairperson Until 2025

Is it true that Liza Diño tried to delay Tirso Cruz III’s entry as the new FDCP chairperson?

Former Film Development Council of the Philippines chairperson Liza Diño allegedly wanted to be in this position until 2025.

Liza was appointed by former President Rodrigo Duterte. She started her term on August 2016 and this lasted until 2022 without her reappointment in 2019.

Based on the article in PEP, under R.A. 9167, the FDCP chairperson can serve two consecutive terms with three years each term. Liza reasoned out that when she was reappointed in March 2022, it is just her second appointment.

With this, it was said that she was still expecting that her term will end in 2025 even though she already served for six years.

A source of PEP said, “Totoo na may term na three years yung position niya upon appointment. Pero may konotilya yung definition, e. Sa R.A. 9167, walang nakalagay na co-terminus, but nakalagay sa definition ng [FDCP] bylaws na, ‘You’re serving at the pleasure of the President.'”

Back in March 2022, industry insiders were already talking about the exit of some of the appointed officials as a new president was set to take over.

However, this was not the case for Liza Diño, an insider said. “She had herself resworn and renewed as FDCP chair in March. Thinking with the frame of mind that she will be the chair until 2025, because it’s a three-year reswearing — ignoring the fact that she is co-terminus with whoever is the president that you are working for,” a source said.

The insider added that this meant that Liza still wanted to be the FDCP chairperson until 2025. On June 30, President Bongbong Marcos’s Memorandum Circular (MC)1 was released stating that appointed officials should vacate their position as a new set of officials will take over.

It was said that Liza was expecting that she will not be submitted under this memorandum. On July 5, PBBM officially appointed veteran actor Tirso Cruz III as the new FDCP chairperson.

However, allegedly, Liza did not immediately step down. It was alleged that she was delaying Tirso’s entry. “She tried to delay the entry of Tirso by one month,” a source said.

After Tirso’s oath-taking, the next step was that he will receive official appointment papers from the Malacañang. However, without him knowing and other people, the appointment papers were sent to the office of FDCP.

Sources said that this created tension in the FDCP office as allegedly, Liza Diño was “in denial” that there was already a new chairperson. Employees were wondering who would sign the checks as the council continued the operations.

It was also alleged that Liza scolded an employee who opened the envelope containing Tirso’s appointment letters. Insider said that she strictly stressed not to inform the veteran actor about this matter.

The former FDCP chairperson allegedly said that she already talked to the veteran actor and reasoned out that Tirso could not fulfill his duty yet because he was in Ilocos for Ang Probinsyano taping.
