Former Agriculture Sec. Manny Piñol Airs Opposition to 4Ps: “ineffective strategy of helping the poor”

Former Agriculture Sec. Manny Piñol has expressed his opposition to 4Ps “ineffective strategy of helping the poor”.

Manny Piñol has once again voiced his opposition to the Pantawid Pamilyang Pilipino Program or commonly known as ‘4Ps’. This was in light of the increased incidence of poverty in the Philippines.

Piñol pointed out that despite the implementation of the 4Ps for the past 16 years and the pouring of money into the program, poverty incidents per family have still increased by 18.1%.

The official also highlighted that the Department of Social Welfare and Development (DSWD) has been allocated a larger amount compared to the Department of Agriculture (DA) due to the need to fund the monthly “ayuda” provided to 4.2 million families nationwide.

Previously, he shared his fear that the 4Ps program was causing more harm than good by teaching individuals to become dependent on government help and wait for it on a monthly basis.

The former Agricultural Secretary proposed that the 4Ps program be revamped to encourage beneficiaries to become more productive. Yet, he was chastised for opposing the program and was even branded as ‘anti-poor’.

Piñol also reprimanded politicians who support the present 4Ps system for exploiting the poor.

The ex-DA official emphasized that the Philippine government cannot sustainably provide assistance to the poor Filipinos forever, and the government should shift its focus on creating opportunities for the underprivileged to become self-sufficient.

He believes that the implementation of programs that will empower and educate the poor to improve their quality of life and access to opportunities is a more sustainable solution to address poverty in the country.
