Town Councilor of Quezon Accused of Abducting, Harassing Minor Arrested
Men of Philippine National Police (PNP) have arrested a town councilor of Quezon province after being accused of abducting and harassing a minor.
Lopez, Quezon councilor Manuel Arkie Yulde, 50, has been detained and is now in the custody of Lucena City authorities. Yulde was handcuffed by police while inside their Lopez townhome on charges of kidnapping and sexual assault.

Yulde was arrested by members of the Criminal Investigation and Detection Group after two arrest warrants were issued by Judge Roselyn C. Andrada of Branch 53 of the Regional Trial Court in Rosales, Pangasinan (CIDG). Yulde was charged with kidnapping and harassing an 18-year-old woman who was his partner’s niece, according to the complaint.
Yulde is charged with breaking Section 5 (b) Article 111 of Republic Act 7610 in Criminal Case No. 7344-R, as well as kidnapping and significant illegal detention with harassment in Criminal Case No. 7345-R, according to the court record. The councilor’s temporary release was not recommended by the court.
Yulde was charged by a girl of claimed continuous harassment while she was imprisoned by the councilor at a motel in Rosales, Pangasinan, from April 17 to April 22 this year. Yulde refused to be interviewed on camera, but in an off-camera interview with GMA News, he said that all of his opponents’ claims against him were false.
He stated that the accusations leveled against him were false. If there is a complainant, why can’t he come forward and face the court, why was he never served with a subpoena to testify, and why did he merely obtain an arrest warrant, he wondered.
He went on to say that the demolition job done on him because of his political ideals and attitude has always been intense. Officials from the CIDG Quezon have refused to comment on Councilor Yulde’s arrest.
