2 Maritime Police Face Raps Over Death of Fisherman After Being Shot in Agusan Norte

MARITIME POLICE – Two (2) personnel of Philippine National Police Maritime Group (PNP-MG) face charges after they allegedly shot a fisherman to death in Agusan del Norte.

They were charged with murder after being linked to the death of a fisherman in Cabadbaran City, according to the article. According to the Caraga regional police, the killing cops were SMSgt. Rizyl Torricer, 34, and Pat. Ariel Jay Panes, 26, both of the PNP Agusan del Norte Maritime Unit.

Ikiel Kintanar, 31, a resident of Brgy. Calibunan, Cabadbaran, was killed, according to the complaint. The incident occurred at 5:30 p.m. on July 10 when Torricer and Panes were on seaborne patrol and approached a group of local fisherman, according to regional police.

Kintanar was taken to the hospital with a bullet wound to the chest, but physicians ruled him dead upon arrival. Under Docket No. XIII-08-INQ-21G-00077, police detectives had previously referred the matter to the Prosecutors Office in Agusan del Norte.

“Our personnel shall observe maximum tolerance in the performance of duties and to only use firearms in the face of imminent danger. We assure the family of the victim of speedy justice,” Caraga regional police director Brig. Gen. Romeo Caramat said in a statement.

The Cabadbaran City Police Station is holding Torricer and Panes. They were requested to submit to a preliminary investigation and sign a waiver of Article 125 of the Revised Penal Code’s provisions.
