The Bureau of Correction (BuCor) has once lambasted again after they closed another road in New Bilibid Prison (NBP) and block it with a concrete wall.

The city administration of Muntinlupa reacted to BuCor’s road closure by building a barricade on another route within the New Bilibid Prison compound. Councilor Raul Corro, the majority floor leader, said the City Council has already issued a resolution condemning BuCor’s newest act.

They also called for a congressional investigation into the matter. Corro went on to say that the Bureau of Corrections Act of 2013 or the BuCor Modernization Law, which purportedly established the basis for the road closure, was misread by BuCor.

“The BuCor Law is not superior to the Constitution, the new local government code, the Urban Development and Housing Act and other existing laws,” Corro said.

“When the general welfare of our constituents is directly affected, we cannot remain silent or condone such clear violations of our existing laws,” he added.

In March, BuCor’s move of erecting a wall on Insular Prison Road caused 40,000 inhabitants to get disoriented. According to Corro, the Bucor has a history of enacting measures that affect the welfare of our citizens without first consulting and coordinating with the municipal government, as required by law.

The BuCor constructed a concrete wall along the access route between Southville in Barangay Poblacion and Muntinlupa in early March. The wall acts as a barricade to keep automobiles out of the region.

According to reports, BuCor delivered a warning to the barangay on March 19, 2021, but did not specify if the roadblock would be temporary or permanent. Passers-by were compelled to find a another route due to the concrete wall.

Residents along the route have expressed their dissatisfaction with the wall, which causes them inconvenience. The barangay authorities want to file a resolution to voice their displeasure with the roadblock.
