Manny Pacquiao aims to have standard barangay officials salary
Senator Manny Pacquiao filed a bill seeking to standardized the salary for barangay officials instead of the monthly honoraria that they are receiving.
Early this year, the lawmaker also filed a bill that seeks to extend the retirement age in the military to 60 years old. Last April, he also expressed his plan to file a bill that will be called ‘The New Normal Law‘.
In a recent report from GMA News, the boxer-turned-politician filed Senate Bill No. 1956. Stated in this bill that the Barangay Captain, members of the Sangguniang Barangay, the Sangguniang Kabataan Chairperson, the Barangay Secretary, and Barangay Treasurer will be declared as regular government employees.
Because of this, they are entitled to receive fix salaries. The bill also gives order to the Department of Budget and Management to standardized the classification for the position and compensation scheme for barangays.
Here are the stated salary grades:
- Salary Grade I (P15,000) – barangay appointive officials and other barangay personnel
- Salary Grade II (P25,000) – barangay elective officials in the Sangguniang Kabataan and Sangguniang Barangay
- Salary Grade III (P35,000) – Punong Barangay

Under the Pacquiao Bill, barangay officials will also be given 13th-month pay and a Christmas bonus worth P3,000. They can also avail of other bonuses provided by law.
Moreover, they will have the pecial Risk Allowance amid the COVID-19 pandemic and this will also apply in the future with the same situation. Volunteers in barangay will also be compensated.
Based on the report, under the Sec. 393 of the Local Government Code, honoraria allowance will not be less than P1,000 per month for the Barangay Captain and P600 per month for the Sangguniang Barangay members, Barangay Treasurer, and Barangay Secretary.”
