Mercader is a 39-year-old former barangay captain of Lugo in the municipality of Borbon, Cebu.

Murcia police chief Lieutenant John Paul Tabujara reported that Mercader was arrested in March 2018 and was charged for illegal drugs and illegal possession of firearms.

The ex-chief hid in Barangay Alegria in this town and was transferred to Barangay Minoyan after she got word that the police were monitoring her.

In August, she was also the subject of an entrapment operation by the Bacolod City Police Office (BCPO) in Barangay Pahanocoy which resulted in the death of a drug personality and the arrest of seven others. She managed to escape during the operation.

Her whereabouts were later found by the policemen. As they attempted to arrest the suspect, she allegedly opened fire.

Operatives from Police Regional Office 6 and 7 along with the Murcia municipal police station and the Philippine Drug Enforcement Agency, who are the arresting team, returned fire at the suspect, which killed her, based on the report.

Mercader was also tagged a “serial killer” in Cebu, Tabujara reported. The chief also said that her chicken farm in the said town was only a front to hide her illegal drug activities in Negros Occidental and Bacolod City.
