According to ABS-CBN, this followed after another clinic, which facilitated ghost claims was busted last year, says Senator Panfilo Lacson.

The said dialysis center, identified as B. Braun Avitum dialysis center, received at about P45 million from the agency’s COVID-19 war chest. Meanwhile, several hospitals which have been filled with COVID-19 patients have yet to be reimbursed, Lacson added.

“‘Yung situation ng WellMed noon, ang pumalit naman sa kaniya ngayon ay ‘yung B. Braun Avitum,”

“Parang vicious cycle na lang ang nangyayari,”

WellMed dialysis center was the said dialysis center which also allegedly claimed reimbursements for the treatments of dead patients last year.

A Senate probe also discovered that aside from the P45 million from the national office. Cagayan officials of the agency also deposited some P9.7 million into B. Braun’s account via a rural bank in Central Luzon.

Senate Minority Leader Franklin Drilon said that B. Braun might have been a conduit since there is a prima facie evidence proving it.

“Why is there a bank account where these funds went in Bataan?”

Drilon also noted from the said statement that officials from one region cannot disburse funds to institutions beyond their regional jurisdiction.

Based on the report, Lacson said that PhilHealth Region II Accreditation and Quality Assurance Section Head Editha Conel and Social Insurance Officer Jerome Fullente will be summoned to the Senate hearing.

Conel and Fullente were responsible for authorizing the release of PhilHealth funds to B. Braun’s accounts in the Balanga Rural Bank.

“Masyadong garapal ‘yung anomalya. Tayo ba magkakamali na mayroon tayong designated na bank na receptacle natin tapos mapupunta sa ibang bangko?”

“Mayroong nag-intervene diyan… Gusto natin talaga ma-establish sino ‘yung tunay na mafia,”
