Leyte Councilor Who Was Convicted Of Graft Surrenders

LEYTE COUNCILOR – A councilor of Tabontabon town in Leyte who was convicted of graft due to his excessive allowances has surrendered to the police.

According to PhilStar, Councilor Edgar Cinco, as well as his co-accused former municipal accountant Meonilo Reforzado and former chief of staff Ricardo Efren, surrendered to the local police after the Supreme Court upheld the ruling of the Sandiganbayan.

Earlier, Municipal treasurer Luzviminda Bibar and former municipal employee Fred Canonigo were arrested over the same offense.

They are sentenced to five years in prison and were ordered to pay P272,000 to the town government.

Based on the report, the accused were foubnd guilty of receiving P34,000 in honorarium from the months January to May 2007.

The anti-graft court also added that the amount went over the limit that was set by the Department of Budget and Management.

Cinco’s monthly salary at that time was P15,314; Reforzado has P14,874; Bibar and Canonigo both have P4,277; and Efren has P6,288.

Months ago, 23 barangay officials were also charged for graft and corruption.

Among the crimes commuted by the said officials include splitting the money, getting a cut, and falsifying the list of beneficiaries.
