Alleged Drunk Barangay Chairman Badly Beaten a Mentally-ill Lady

SAN ENRIQUE, NEGROS OCCIDENTAL – a barangay chairman who’s allegedly drunk badly beat a mentally-ill lady staying outside.

In a Facebook post of Ronilo Magallanes Fernandez, the brother of the victim, he shares that his 27-year-old sister suffer severe beating from their barangay chairman be she’s still staying outside amid enhanced community quarantine.

According to him, late evening, April 24, when the barangay chairman named Arlo Aplasca, allegedly drunk, sees his younger sister lying down beside the street. Chairman woke up the mentally-ill victim and beat it.

In the photos, it can be seen that the victim is wounded. Fernandez said, his sister gain lump in her head, wounded lips and weaken body due to severe beating.

Fernandez also added, there are times that his sister was going out without them knowing, but they were shocked to find out what happened to her. Fernandez asked for justice, he assures that people involved in the incident including the chairman will be punished under the legal process.

In his post, he condemned the chairman saying “IKAW DAPAT ANG MAGING FRONTLINER TO ENFORCE THE LAW FOR THE GOOD OF YOUR CONSTITUENTS Kay amay ka sang Barangay, NOT TO SET AN EXAMPLE AND NUMBER ONE INFLUENCER TO VIOLATE THE LAW!”

Fernandez is now taking legal actions and already reported it to the authorities, as of writing.  Fernandez is calling for justice for his younger sister who should be comprehend because of her situation.
