The tricycle driver, identified as Ryan Ramos, said that the barangay officers stationed at the market entry point pulled his shirt from the back, adding that another allegedly choked him.

Ramos was then cuffed by the officers and was imprisoned in the barangay hall.

The reason he was prohibited from entering the market was because his quarantine pass indicated that he was from another barangay.

The market was the closest from Ramos’ residence.

Rolly Cebu, executive officer of Barangay 176, said that Ramos allegedly hit a barangay staff, adding that Ramos allegedly challenged the officials to a fight, which the latter denied.

As per the report, the Luzon was placed under enhanced community quarantine (ECQ). The public was urged to stay at home.

Furthermore, work and public transportation are suspended but certain activities like delivering and buying food are exempted from the ban.

Martin Diño, Undersecretary for Barangay Affairs of DILG said that the varangay officers should have allowed the driver to enter since he was going to buy food for his family.
