According to Panay News, the fatality was identified as a Chinese national named Hong Fang Juai, aged 45 years from Su Zhuo, China. She was pronounced dead at Ciriaco S. Tirol Hospital in mainland Malay, Aklan.

The three, who are also Chinese women, were identified as Lu Kuaile, aged 11, Luo Mei, aged 60, and Gao Yue, aged 24.

Police Lieutenant Colonel Jonathan Pablito, Malay police chief, said that the incident happened at around 11 AM. The boat, identified as M/V Jovilyn 1, was on its way back to Station 1 in Barangay Balabag when big waves hit the motorboat.

The boat had a total of 28 individuals, 25 of which were passengers. Among the 25 were two Filipino tourist guides, two crew and one skipper or boat captain. They went island hopping prior to the incident.

Nearby motorboats and the Philippine Coast Guard came to the aid of M/V Jovilyn 1 passengers and the skipper identified as Jemer Fernando.

“Perhaps the fatality did not know how to swim,”

The coast guard reported that its rescue team failed to revive Hong despite performing cardiopulmonary resuscitation.

As per the report, the Malay police issued a probe. Among others, it want to determine whether or not the boat had available lifejackets for its passengers.

Pablito added that based on the photographs, the passengers looked like they do not have life vests.

Kasi if you are wearing a life jacket hindi ka agad malulunod kahit hindi ka marunong lumangoy. Pero kung wala, talagang malulunod ka. We have to investigate. A boat captain should make sure all his passengers have life jackets,”
