According to a report in Manila Bulletin, this is in order to prevent the further spreading of the African Swine Flu (ASF).

Several dead pigs infected with ASF were found floating in waterways like rivers, creeks and canals, with some of them floating in Marikina River and some of them in Barangay Silangan, Quezon City.

EcoWaste Coaliton, a Quezon City based environmental group, warned the public, including piggery owners to report sick pigs to the proper authorities and to coordinate with them regarding the proper disposal of dead pigs rather than dumping them in waterways.

The envi group’s Jovito Benosa said that they asked the affected hog raisers to make sure of the safe disposal of dead hogs in order to prevent the pollution of waterways.

As per the report, he also urged the public that dumping them in waterway is a direct violation of the Republic Act 9003 or the Ecological Solid Waste Management Act and Republic Act 9275 or the Clean Water Act. Those who violate the two RAs will be held civilly and criminally liable.

The Food and Agriculture Organization’s (FAO) “Manual on the Preparation of African Swine Fever Contingency Plans” states that disposal must be executed in a way that the dead hogs will no longer cause a risk for further spread of the disease to other animals, directly or indirectly, or via food or water contamination.
