DepEd: “No Collection of Fees” During 2014-2015 School Opening

The Department of Education (DepEd) reminded all school officials across the country that there should be no collection of any fees during the enrollment and opening of cl(–foul word(s) removed–) for school year 2014-2015. The collection of fees are strictly prohibited during the first day of cl(–foul word(s) removed–).

DepEd Secretary Armin Luistro was quoted as saying “We call on all teachers and school officials to see to it that we do not refuse a single student who wants to enroll. We strongly remind them that we do not collect any fees as a requirement for enrollment,” the DepEd Secretary said.

The secretary also noted that there are certain contributions in public schools which are authorized by DepEd but those payment doesn’t mean that they are compulsory, those contributions remains voluntary.

The Education Department of the Philippines made the call anew to teachers, school officials and parents to encourage the community to bring all school-aged children to school.

The non-payment of school contributions or membership fees according to DepEd should not be made as a basis for non-admission, non-promotion, or non-issuance of clearance to a student. The withholding of school cards are strictly prohibited also.

The DepEd also noted the fees which are authorized by the agency but they are not compulsory, such payments include the Boy Scouts and Girl Scouts membership fees, Philippine National Red Cross, Anti-TB fund, school publication fee, and Parents Teachers Association fee.

According to DepEd Order 41, the agency directed all school officials that no fees shall be collected from school children in Kindergarten up to Grade 4 anytime during the school year. For Grad 5 pupils to Fourth Year High School students, there will be no collection from June to July. Only starting August, until the end of school year, the following fees may be collected on a voluntary basis:

  • P50 –  Boy Scouts and Girl Scouts membership fees
  • P35 – Philippine National Red Cross
  • P5 – Anti-TB fund drive
  • P60 – school publication fee for every elementary pupil
  • P90 – school publication fee for every high school student

Meanwhile Parents-Teachers Association (PTA) fee must be reasonable and is to be determined during the PTA general assembly.
